Governor's Office for Economic Analysis
Established under KRS 11.068(2)(d)

  • Principal economic research, forecasting and revenue estimating agency for the Commonwealth
  • Primary role is to prepare General Fund and Road Fund estimates for the biennial budget
  • Provide support to the Consensus Forecasting Group
  • Responsible for monitoring and reporting on the status of the Commonwealth's revenue collections
  • Closely track the economy, both nationally and statewide, comparing growth in the economy to our revenue streams

Responsible for daily operations of the office; travel, prepares publications, etc.

Gene Zaparanick-Brown Prepares revenue estimates for road fund accounts, property taxes and corporate income tax; weekly economic briefs.
Thomas Jones Prepares revenue estimates for coal severance tax and cigarette taxes; responsible for Kentucky Index Leading Economic Indicators.
Manoj Shanker Maintains Kentucky's state economic forecasting model, prepares estimate for individual income tax and sales tax.
Reviews and evaluates legislation impacting general fund and road fund receipts and provides fiscal impacts through the legislative review system.
Prepares forecasts for certain miscellaneous taxes.
Coordinates the publication of the Tax Expenditure Report.
